| NAACOS LAUNCHES CAMPAIGN TO FIX ACPT
NAACOS is leading a campaign to encourage CMS to fix the Accountable Care Prospective Trend (ACPT). CMS incorrectly estimated inflation projections for 2024. This error will cost ACOs $275 million in 2024 revenue. NAACOS is urging CMS to reweight the ACPT for Performance Year (PY) 2024 and build in guardrails to protect against future forecasting errors. SENATE MOVES TOWARDS VOTE ON RECONCILIATION BILL
The Senate is revising the reconciliation bill to align with President Trump’s tax and deficit priorities. The Senate Finance Committee released updated proposals last week, including deeper Medicaid cuts and removing Medicare provisions found in the House version. Of note, the Senate bill does not include the doc pay fix, which would eliminate the higher conversion factor for clinicians in advanced alternative payment models (APMs) and provide an inflationary update for all clinicians. Majority Leader John Thune is working to resolve disagreements before a planned vote ahead of the July 4 Recess. If passed, the bill would return to the House for approval.

COMMITTEES FOCUS ON HEALTH PRIORITIES
Energy and Commerce— On Tuesday, the Health Subcommittee held a budget hearing with Health and Human Services (HHS) Secretary Robert F. Kenndy Jr. The hearing focused on the President’s Fiscal Year 2026 budget request including reorganizing the department to address the Make America Healthy Again (MAHA) priorities.
Ways and Means— On Wednesday, the Health Subcommittee held a hearing on harnessing the power of digital health data. In the coming weeks, the committee is expected to focus on oversight of fraud, waste, and abuse, including the Medicare Advantage program.

MEDPAC RECOMMENDS PHYSICIAN PAYMENT CHANGES
The Medicare Payment Advisory Commission (MedPAC) released its June Report that included a chapter on Medicare physician payment reform. The commission recommendations include moving towards inflationary payment updates for physician services. NAACOS is pleased that the commission also included a reference to the value of advanced APM incentives in response to our stakeholder letter.

MIDWEST REGIONAL MEETING REGISTRATION IS OPEN
Registration is now open for the August 15 Midwest Regional Meeting in Indianapolis. Our regional events are open to NAACOS ACO members, non-member ACOs, and value-based care providers. These meetings have been created to provide a space for discussion of the full care continuum including ACOs, provider practices, hospitals, home health, skilled nursing facilities, hospice, community-based organizations, and more. Agenda topics for this meeting will focus on Medicaid D-SNPs, national policy at the local level, post-acute providers in value-based care, and using artificial intelligence for improvements in value-based care. NAACOS members receive one free registration to an in-person regional meeting per membership per year. Additional seats are $250 to attend the live events, and registration is open and can be accessed at Midwest Regional Meeting Registration. The 2025 Midwest Meeting will be held at the Ruth Lilly Health Education Center, 2055 North Senate Avenue, Indianapolis, IN 46202, from 10:00 am to 4:30 pm ET, followed by a networking reception from 4:30 to 5:30 pm ET.
