ACO CHANGES FOR 2024 AND BEYOND NAACOS will now be focused on advocating for changes that we would like CMS to incorporate in next year’s rulemaking. NAACOS will be advocating for Enhanced+, prospective population-based primary care payment, ensuring Medicare clinical quality measures (CQMs) remain a reporting option for several years, improving benchmarks, and driving more innovation in the program. CONGRESS RECONVENES TO DISCUSS END-OF-YEAR PRIORITIES Congress recently passed a short-term continuing resolution that extends government funding into early 2024 to allow more time to reach an agreement on long-term spending priorities. Lawmakers are also working to address a long list of heath care priorities, including extending health programs such as Medicare’s advanced alternative payment method (APM) incentives. Congressional committees in the House and Senate are offering varying approaches to address health care priorities that will be reconciled as each chamber develops its final bills.
NAACOS is pleased that the advanced APM incentives remain a part of the discussions. However, the cost of extending the incentives will continue to be our limiting factor. NAACOS will continue to advocate for the highest possible incentive payment for clinicians in advanced APMs. Please reach out to your members of Congress and ask them to support an extension of the APM incentives. As lawmakers return to Washington this week, it’s more important than ever that they hear from their constituents about pressing health care priorities. It’s especially important for them to hear about how ACOs are using advanced APM incentives to help improve patient care and offer benefits not covered by Medicare. CMS INNOVATION CENTER RELEASES MORE DETAIL ON TWO KEY MODELS The CMS Innovation Center earlier this month published additional documents that outline greater specifics on two upcoming models of interest to ACOs.
ONC BLOG HIGHLIGHTS TEFCA PROGRESS The Office of the National Coordinator for Health IT (ONC) recently authored a blog noting the progress of the Trusted Exchange Framework and Common Agreement (TEFCA), following the release of the Version 1.1 of the Common Agreement (CA) in preparation for data sharing through the Trusted Exchange Framework and Common Agreement. In January 2022, ONC and The Sequoia Project released the Trusted Exchange Framework and Version 1 of the Common Agreement. Six organizations became candidate Qualified Health Information Networks (QHINs). The updated Common Agreement includes specific technical and clarifying changes. The Common Agreement Version 2.0 is actively under development with a publication goal of Spring 2024 and will include participation enhancements and technical updates to support Health Level Seven (HL7) FHIR-based transactions in 2024. WEB INTERFACE CHANGES FOR 2023 CMS recently notified ACOs that the sample Excel template file and sample data for the Web Interface quality reporting tool will not be posted on the Quality Payment Program (QPP) Resource Library. Instead, ACOs will be able to download their sample file from the ACO-Management System (ACO-MS) beginning on December 21, 2023. ACOs will be able to download their Excel file directly from the Web Interface on January 2, 2024.
